Student Collective Outings Security System of Zhejiang University of Science and Technology(ZUST)

Article 1  To effectively prevent, promptly control, and eliminate emergencies during student outings, safeguard the lives and property of students, and maintain normal campus order, this system is formulated in accordance with relevant higher education safety regulations and the university's guidelines, taking into account the specific circumstances of our institution.

Article 2  The university strictly regulates student group outings (referring herein to organized off-campus activities conducted in the name of schools, departments, classes, dormitories, youth league branches, student unions, clubs, or student communities, excluding teaching-related activities arranged by academic departments). All colleges, classes, student organizations, and clubs must strictly follow the prescribed application and approval procedures before organizing such activities.

Article 3  Organizers of student outings must first obtain approval from their class advisor or faculty supervisor, followed by review by the assigned counselor and final authorization from the college's deputy Party secretary (or Party committee member). Outings beyond Hangzhou city but within Zhejiang Province require approval from the Student Affairs Office (Student Department). Cross-province outings must be approved by the university's designated leadership. All group outings must submit a detailed activity plan and emergency plan, designate organizers and responsible persons, and include one to two accompanying faculty members. These documents must also be filed with the Student Affairs Office.

Article 4  Student group outings shall adhere to the principles of safety, locality, and proximity." Organizers must conduct prior site inspections to assess conditions; locations with hazardous terrain or inadequate safety measures are prohibited.

Article 5  For transportation, organizers must sign liability agreements with carriers, clarifying each party's safety obligations. Vehicles/vessels without valid operation licenses, annual inspections, or poor performance are strictly prohibited. Overloading is absolutely forbidden.

Article 6  If outsourcing to travel agencies, organizers must rigorously select agencies with strong operational capacity, proper qualifications, and good reputation, and sign binding contracts and safety liability agreements.

Article 7  After completing preparations (activity plans, safety measures, and site inspections), the approval process is as follows:

7.1 Download theapproval form from the Student Affairs Office website.

7.2 Complete the form with required details.

7.3 Obtain signatures from organizers, responsible persons, and accompanying faculty.

7.4 Submit for tiered approvals: counselor → college deputy Party secretary →  File with the Student Affairs Office.

7.5 Upon return, organizers must promptly debrief the college counselor and Party secretary.

Article 8  Violations (e.g., unauthorized outings) will result in disciplinary action against organizers, including public censure and disqualification from annual awards. Incidents causing accidents will be handled per applicable laws.

Article 9  In emergencies, organizers must initiate rescue efforts, immediately contact 110/120/119, and report to the university. Negligence exacerbating losses will incur liability.

Article 10  This system takes effect upon issuance and is interpreted by the Student Affairs Office.
