Regulations on the Assessment of Scholarships and Grants-in-aid for International Students of Zhejiang University of Science and Technology

Chapter One: General Provisions
I. The international student scholarships and grants-in-aid are intended to award and  boost the further development of international students who are excellent in moral and  learning, who develop in an all-around way, and who have special talents in some  certain area, and at the same time, to optimize the talent cultivation environment, engage international students in scientific research, teaching, administration and  service, foster their innovative and practical ability and cultivate them responsibility
conscientiousness. These regulations are formulated according to the practical  situation of ZUST and with the orientation of “excellency+speciality”.
II. All international students at ZUST are candidates for the international student  scholarships and grants-in-aid.
Chapter Two: Institutional Framework
III . The International Student Scholarships and Grants-in-aid Assessment Committee  of ZUST is responsible for the assessment of scholarships and grants-in-aid, with the  university leader in charge of international exchange and cooperation affairs acting as  the Director of Committee, and members of the committee including Director of the  Teaching Affairs Office, Executive Vice-Dean of the Graduate School, Director of the  International Office, Director of the School of International Education, as well as the  person in charge of international exchange and cooperation affairs from every  relevant school. The office of the committee is located at the School of International  Education.
Chapter Three: Categories and Qualifications for Scholarships and  Grants-in-aid
IV Categories of scholarships and grants-in-aid
A certain proportion of tuition fees paid by international students of ZUST is  extracted to set up the international student scholarships and grants-in-aid fund. The proportion is specified in the Measures for the Utilization and Management of  International Students’ Education Fees ”.
(I) Categories of Scholarship
i. Freshman Scholarship
i) Promotion Scholarship;
ii) Excellent Freshman Scholarship;
iii) Excellent Exchange Student Scholarship.
ii. Academic Achievement Scholarship
i) Excellent Degree Student Scholarship
ii) Excellent Chinese Language Student Scholarship;
iii) HSK Winner Scholarship.
iii. Individual Scholarship
i) Academic Diligence Scholarship;
ii) Innovative Practice Scholarship;
iii) Social Service Scholarship;
iv) Arts and Sports Specialty Scholarship.
(II) Categories of funding for grants-in-aid
The funding for grants-in-aid provides for administration assistant, teaching assistant  and scientific research assistant.
V . Amount of scholarship funding
(I) Freshman Scholarship
i. Promotion Scholarship
The amount of funding of the Promotion Scholarship is 5000 yuan at most as a rule.
The number of students awarded as well as the amount of funding for awards shall be  decided by the School of International Education (to be short as SOIE)according to  the actual situations.
( II ). Excellent Freshman Scholarship
The Excellent Freshman Scholarship consists of four levels: the first level covers  100% of the tuition fees for one academic year; the second level covers 70% of the
tuition fees for one academic year; the third level covers 50% of the tuition fees for  one academic year; the fourth level covers 30% of the tuition fees for one academic  year. The superior limits for the number of students awarded at the first, second, third and  fourth level are 2%, 3%, 4%, and 5% of the total number of freshman students  respectively. While the total amount of funding shall remain constant, the proportion  of students awarded at each level can be adjusted appropriately.
iii. Excellent Exchange Student Scholarship
There is no level difference of the excellent exchange student scholarship and it  provides accommodation allowance to scholarship winners with the amount of RMB
600 yuan each month. The superior limit for the number of students awarded is 30%  of the registered exchange students..
( III ) . Academic Achievement Scholarship
i. Excellent Degree Student Scholarship

The Excellent Degree Student Scholarship consists of three levels: the first level covers 100% of the tuition fees for one academic year; the second level covers 70% of the tuition fees for one academic year; the third level covers 50% of the tuition fees for one academic year.

The superior limits for the number of students awarded at the first, second, and third level are 3%, 5%, and 7% of the total number of degree students respectively. While the total amount of funding shall remain constant, the proportion of students awarded at each level can be adjusted appropriately.

ii. Excellent Chinese Language Student Scholarship
The Excellent Chinese Language Student Scholarship consists of three levels: the  amount of funding at the first level is 2000yuan; the second level is 1500yuan; and the  third level is 1000yuan.
The superior limits for the number of students awarded at the first, second and third  levels are 2%, 4%, and 6% of the total number of Chinese language students
respectively. While the total amount of funding shall remain constant, the proportion  of students awarded at each level can be adjusted appropriately.
iii . HSK Winner Scholarship
The amount of funding of HSK Winner Scholarship, in according with the HSK  certificate level, shall be : RMB 200 yuan for HSK level 4, RMB 400 yuan for HSK level 5, RMB 800 yuan for HSK level 6. Students will not receive the scholarship  again if they achieve the same level of certificate again. Only by achieving higher  level of certificate can they be eligible for the scholarship again.
( IV ) Individual Scholarship
i . Academic Diligence Scholarship
The amount of funding is 3000 yuan, and the number of students awarded shall be  decided by the SOIE according to the actual situations.
ii . Innovative Practice Scholarship
The Innovative Practice Scholarship consists of three levels: the amount of funding at  the first level is 3000 yuan; the second level is 1500 yuan; the Special Scholarship  shall be decided case by case according to the contribution and influence of the  awardees’ innovative practice.
iii. Social Service Scholarship
The amount of funding is 300 to 500 yuan, and the number of students awarded shall  be decided by the SOIE according to the actual situations.
iv. Arts and Sports Specialty Scholarship
Students who participate and obtain a place in arts, sports and other kinds of contests  at national level, provincial or municipal level, and university level shall be awarded  1500 to 3000 yuan, 1000 to 1500 yuan, and 300 to 500 yuan respectively. Students  who participate actively in arts and sports contests at national level, provincial or  municipal level, and university level shall be awarded 1000 to 1500 yuan, 300 to 800  yuan, and 100 to 300 yuan respectively, with the number of students awarded decided  by the SOIE according to the actual situations. For team participation, the amount of  funding shall be increased appropriately according to the influence of the contests and  the number of participants.
VI . Amount of funding for grants-in-aid
There is no limit on the number of students awarded the grants-in-aid in principle. All  international students recruited for relevant posts and authorized by the SOIE, with  performances appraised as qualified shall be awarded the grants-in-aid.
The amount of funding is 450 to 600 yuan per month for the regular administration  assistant posts and teaching assistant posts, and is in accordance with  relevant regulations for scientific research assistant posts and special administration  assistant posts such as language translator and student admission and follow-up service assistant. The administration assistant posts demand 30 to 40 working hours  per month; the teaching assistant posts demand no less than 6 class hours per week  practically working as teaching assistant; the working hours demanded by the  scientific research assistant posts shall be in accordance with actual agreements.
VII . Application qualifications for scholarships and grants-in-aid
(I) Basic qualifications for scholarships and grants-in-aid
i . The applicants shall abide by the laws and regulations of the Chinese government  and the rules and regulations of ZUST; the applicants shall have never been subjected  to any form of punishment above and including a warning during their study in ZUST.
The applicants shall pay the tuition fees on time.
ii . The applicants shall be respectful to the teachers, friendly to their classmates, concerned about the collective interests, and actively engaged in university and class
activities.
iii . The applicants shall be devoted to their academic study with a diligent, rigorous, and enterprising attitude.
iv . The applicants shall behave decently and obey the code of conduct; the applicants  shall have never committed unexcused absence or cheating in exams in principle.
(II) Detailed qualifications for scholarships
i .Freshman Scholarship
i ) The Promotion Scholarship is intended to encourage degree students and all kinds  of program students with an intention to apply for ZUST, in an effort to further
improve the type structure, major structure and nationality structure. The application  qualifications for this scholarship are as follows:
a. The applicants shall have excellent study records (They shall provide diplomas and  academic transcripts for their highest education level);
b. The applicants shall apply for a study period of no less than one year;
c. The applicants shall be healthy both physically and mentally.
ii ) The Excellent Freshman Scholarship is intended to encourage more excellent  degree students and all kinds of program students who have applied for and will enroll  in ZUST. The application qualifications for this scholarship are as follows:
a. The applicants shall have excellent study records (They shall provide diplomas and  academic transcripts for their highest education level);
b. The applicants shall apply for a study period of no less than one year; c. Applicants applying for a Chinese-taught major degree program(with the exception  of Business Chinese program) shall have HSK level 5 certificate with 180 points or  above;
d. Applicants who are from non-English-speaking countries applying for an  English-taught major degree program or non-degree program shall have one of the
following certificates: IELTS 5.5 points or above, CBT TOEFL 80 points, IBTTOEFL 85 or above, GRE 1400 points or above, and PET Level 4 or above; or  have obtained excellent grades in the freshman English level test organized by ZUST;
e. The applicants shall be healthy both physically and mentally.
Note: The awardees of the Excellent Freshman Scholarship cannot apply for the  Excellent Chinese Language Student Scholarship during the awarding periods, but
can apply for other scholarships.
iii )The Excellent Exchange Student Scholarship is intended to further promote the  intercollegiate cooperation and encourage more excellent students to study in ZUST.
The application qualifications for this scholarship are as follows:
a. The applicants shall have excellent study records They shall provide academic  transcripts );
b. The applicants shall be from partner universities which have signed the specific  exchange agreement;
ii .Academic Achievement Scholarship
i ) The Excellent Degree Student Scholarship is intended to encourage degree  students to study diligently and be good role models. The application qualifications
for this scholarship are as follows:
a. The applicants shall be officially registered self-funded international students  pursuing degree in ZUST, and shall not have applied for suspension of schooling,
remaining enrollment, or extension of schooling during the current academic year;
b. The applicants shall study diligently and have achieved good academic  performance (GPA 3.0 in principle) during the current academic year. The  applicants applying for first level of scholarship shall have never fail the exam during  the current academic year (with the exception of exams for public elective courses); 

c. The applicants shall have no more than 20 class hours of absence recorded in attendance check within the academic year, and no more than 4 class hours of absence without excuse recorded in random inspection within the academic year;

d. The applicants shall actively participate in all kinds of school activities at least  three times;
ii ) The Scholarship for Excellent Language Students is intended to encourage Chinese  language students to study diligently and be good role models, and to boost their  enthusiasm for Chinese language learning. The application qualifications for this  scholarship are as follows:
a. The applicants shall be officially registered self-funded international students  attending Chinese language programs in ZUST, and the length of study in ZUST is at  least 2 semesters.
b. The applicant shall study diligently and have got an overall score of 85 points or  above in the final exam;
c. The applicants shall have no more than 20 class hours of absence recorded in  attendance check within the academic year;
d. The applicants shall actively participate in all kinds of school activities at least  three times;
iii ) The HSK Winner Scholarship is intended to award all kinds of long-term  international students who attend HSK and achieve excellent performance during their  study in ZUST. The application qualifications for this scholarship are as follows:
The applicants shall have achieved 210 points or above in HSK level 4, 180 points or  above in HSKlevel 5, or 180 points or above in HSK level 6.
iii . Individual Scholarship
The Individual Scholarships are intended to award international students of ZUST  who perform excellently in academic diligence, academic achievements, sports, arts, cultural exchange, social service, innovative practice and so on. The application  qualifications for these scholarships are as follows:
i ) Academic Diligence Scholarship The applicants shall be officially registered self-funded international students who  study diligently, have never been late for class or left class early, and have an  attendance record (sick leave excluded) of 100% within the academic year. The  applicants shall pass exams (including make-up exams) for courses (optional courses  excluded ), adhere to the principle of integrity, and abide by academic code of ethics.
ii )Innovative Practice Scholarship
The applicants, enrolled by ZUST shall participate actively and achieve excellent  performances in all kinds of academic contests and scientific researches, publish high  quality papers, obtain national patents, and participate actively in social practices.
During the period of social practices, they shall strictly abide by the rules and  regulations, work hard, be modest, be dedicated to solving practical technical  problems, and win praise from the employers. Innovative practice scholarship has  three levels. The application qualifications for this scholarship are as follows:
Applicant for the first level of Innovative Practice Scholarship shall have one of the  following achievements:
a. Winning third prize or above in academic contests or extracurricular works of  science and technology contests at the international level;
b. Winning first prize or above in academic contests or extracurricular works of  science and technology contests at the national level;
c. Having science and technology projects approved at the national level or having  technological results transferred;
d. Having papers indexed by SCI, EI, or ISTP, or announced at international  academic conferences and published by level-1 domestic journals. The applicants  shall be the first author, or the supervisor shall be the first author and the applicants  shall be the second author in the same paper. ZUST shall be the first unit. The papers  shall be verified by the academic board of the school where the applicants are  registered;
e. Obtaining national invention patent (the applicant as the first patentee, ZUST as  the first organization); f. Solving important technical problems during the practice period;
g. Proposing constructive opinions and suggestions on the teaching and management  of ZUST, and being acknowledged by ZUST as contributing remarkably to the reform  and development of ZUST.
Applicant for the second level of Innovative Practice Scholarship shall have one of  the following achievements:
a. Winning prize in academic contests or extracurricular works of science and  technology contests at the international level;
b. Winning third prize or above in academic contests or extracurricular works of  science and technology contests at the national level; or winning second prize or  above in academic contests at the provincial level;
c. Having science and technology projects approved at the provincial level or having  technological results transferred;
d. Having papers published by level-2 domestic journals The applicants shall be the  first author, or the supervisor shall be the first author and the applicants shall be the  second author in the same paper. ZUST shall be the first unit. The paper shall be  verified by the academic board of the school where the applicants are registered;
e. Solving technical problems during the practice period and win praise from the  employers;
f. Other achievements acknowledged by relevant departments.
In addition, students who have particularly remarkable achievements in innovative  practice activities are eligible for the Special Innovative Practice Scholarship, the
assessment of which shall be conducted case by case according to the actual  situations.
iii ) Social Service Scholarship:
The applicants, enrolled by ZUST, shall have good morality and be actively engaged  in social service and volunteer service; the applicants shall hold a key position in
students associations, or serve as a class leader and perform excellently, or cooperate  actively in the student management affairs and perform excellently; the applicants shall have outstanding performance in the construction of campus civilization and a  harmonious campus.
iv ) Arts and Sports Specialty Scholarship:
The applicants enrolled by ZUST shall have specialized arts and sports skills and be  dedicated to winning glory for ZUST; the applicants shall have won good places in  arts and sports contests at national, provincial, or university level, or have shown good  spirits, won glory for and expand the influence of ZUST despite having won no place.
(III) Detailed application qualifications for grants-in-aid
i . The grants-in-aid for administration assistants are intended to help registered  international students who are diligent and enterprising but have financial difficulties.
Students who receive the grants-in-aid are required to help deal with daily  administrative affairs, or act as part-time instructor, head teacher assistant, or engage
in student recruitment and other affairs.
ii . The grants-in-aid for teaching assistants are intended in principle only for excellent  registered international students pursing master’s degree in ZUST. Students who  receive the grants-in-aid are required to undertake after-class instruction, homework  correcting and grading, experimental lessons and so on for public courses or
professional basic courses at undergraduate or postgraduate level.
iii . The grants-in-aid for scientific research assistants are intended in principle only for  excellent registered international students pursing master’s degree in ZUST. Students  who receive the grants-in-aid are required to help their supervisors with all kinds of  tasks such as scientific research, scientific development, as well as professional  design and investigation.
Chapter Four: Application and Assessment Procedures for Scholarships and Grants-in-aid
VIII Applications and Assessment Procedures for Scholarships
(I) Freshman Scholarship
i . Promotion Scholarship: For scholarship delivered at exhibitions, the amount of funding shall be decided on  the spot by the exhibition-attending staff from the SOIE, after assessing the  application qualifications demonstrated by the application materials submitted by the  applicants. Students awarded shall enclose the written certificate for the scholarship  authorized by ZUST when they submit the admission application materials.
ii . Excellent Freshman Scholarship:
The applicants shall submit the following materials to the SOIE within the specified  time, otherwise the application shall not be accepted:
i ) The application form for Freshman Scholarship for ZUST international students, filled in either Chinese or English;
ii ) Notarized proof in Chinese or English of the highest education level, and in case  the applicants are transferred from another Chinese university, the transfer certificate  (including attendance record) issued by the former university;
iii ) Notarized academic transcripts in Chinese or English ;
iv ) Recommendation letters in Chinese or English ( 2 letters written by those with  professional title of associate professor or above for postgraduate program applicants, and 1 letter for applicants for other programs);
v ) Study plan;
vi ) Relevant language test certificates:
vii ) Health certificate (photocopy)
The assessment of the Excellent Freshman Scholarships shall be organized and  executed on a semester basis by the SOIE on behalf of the International Student
Scholarships and Grants-in-aid Assessment Committee, with the awards lists  announced at the beginning of every semester.
The incentive and value-oriented role of scholarships should be emphasized by SOIE.
Scholarship aid recipients should be evaluated in the fields of academic study and  moral character. Mid-term evaluation and dynamic adjustment system should be
established.
The awardees of the Excellent Freshman Scholarship shall be reevaluated for their  academic performance and attitude and their conduct at the end of their first semester. Those who have flunked in any course, or have been absent for up to 20 class hours  without excuses, or have committed absence or cheating in exams, or have been  imposed punishment of warning or above in their first semester shall not be awarded  the scholarship for the second semester.
iii .Excellent Exchange Student Scholarship
The applicants shall submit the following materials to the relevant schools within the  specified time, otherwise the application shall not be accepted:
i ) The application form for Excellent Exchange Students Scholarship for ZUST  international students, filled in either Chinese or English;
ii ) Academic transcripts in Chinese or English;
iii ) Recommendation letters in Chinese or English2 letters written by those with  professional title of associate professor or above for postgraduate program
applicants);
iv ) Study plan;
v ) Relevant language test certificates:
vi ) Health certificate (photocopy);
The assessment of the Excellent Exchange Student Scholarship shall be organized on  a semester basis by the SOIE on behalf of the International Student Scholarships and  Grants-in-aid Assessment Committee. Relevant schools should assess the scholarship  application and submit the results to SOIE for record, with the awards lists announced  at the beginning of the semester. The scholarship quota shall be planned by SOIE  according to the overall numbers of exchange students in current semester in different  schools.
(II) Academic Excellence Scholarships
i . Excellent Degree Student Scholarship.
The applicants for the Excellent Degree Student Scholarship, which is assessed on a  yearly basis, shall submit the following materials to the relevant schools within the  specified time at the end of spring semester; after the first round of assessment by  relevant schools, the list of qualified shall be submitted to the SOIE for further  assessment, otherwise the application shall not be accepted :

i ) The application form for Excellent Degree Student Scholarship for ZUST international students;

ii ) Academic transcripts of the current academic year;
iii ) Recommendation letters by both the head teacher and the school or department;
iv ) Proof of the attendance record of the current academic year;
v ) All kinds of honor certificates (photocopy)
The Excellent Degree Student Scholarship shall be preliminarily assessed by the  International Student Scholarships and Grants-in-aid Assessment Committee, and
then submitted to the president’s meeting for approval, with the awards lists  announced at the beginning of the autumn semester.
ii . Excellent Chinese Language Student Scholarship:
The applicants for the Excellent Chinese Language Student Scholarship, which is  assessed on a yearly basis, shall submit the following materials to the School of
Humanity and International Education within the specified time at the end of spring  semester, otherwise the application shall not be accepted:
i ) The application form for Excellent Chinese Language Student Scholarship for  ZUST international students;
ii ) Academic transcripts and proof of the attendance record of the current academic  year;
iii ) Recommendation letter by the head teacher.
The assessment of the Excellent Chinese Language Student Scholarship shall be  organized by the SOIE on behalf of the International Student Scholarships and
Grants-in-aid Assessment Committee, assessed by the School of Humanity and  International Education, and then submitted to the SOIE for the record, with the
awards lists announced at the beginning of the autumn semester.
iii . HSK Winner Scholarship:
The applicants for the HSK Winner Scholarship, which is assessed on a yearly basis, shall submit the following materials to the School of Humanity and International
Education within the specified time at the end of the spring semester, otherwise the  application shall not be accepted : i ) The application form for HSK Winner Scholarship for ZUST international students;
ii ) HSK Certificate (photocopy)
The assessment of the HSK Winner Scholarship shall be organized by the SOIE on  behalf of the International Student Scholarships and Grants-in-aid Assessment
Committee; after assessment by the School of Humanity and International Education, the list should be submitted to the SOIE for the record, with the awards lists
announced at the end of the spring semester.
iii . Individual Scholarships:
The applicants for the Individual Scholarships, which are assessed on a yearly basis, shall submit the following materials to SOIE within the specified time at the end of  the spring semester, otherwise the application shall not be accepted:
i ) The application form for Individual Scholarships for ZUST international students ;
ii ) Documents in proof of the applicant’s outstanding performance in one of the fields  of academic study, sports, arts, social service, academic contest, and innovative
practice.
Applicants who participate in team contests, such as basketball, football and  volleyball games shall apply in the name of the team. The assessment of the  Individual Scholarships shall be organized and executed by the School of  International Education  on behalf of the International Student Scholarships and  Grants-in-aid Assessment Committee, with the awards lists announced at the  beginning of the autumn semester.
IX Application and Assessment Procedures for Grants-in-aid
(I) Assistant position setting
i . The administration assistant posts shall be set up by the SOIE;
ii . The teaching assistant posts shall be preliminarily set up by the Teaching Affairs  Office, the Graduate School , and the relevant schools, and then submitted to the
SOIE for approval; iii . The scientific research assistant posts shall be preliminarily set up by the master’s  supervisors according to the needs of the research projects, reviewed by the relevant  schools, and then submitted to the SOIE for approval.
The assistant posts for the next semester shall be announced by the SOIE at the end of  every semester.
(II) Application for assistant position
The grants-in-aid are open to application on a semester basis. The applicants shall  submit the following application materials within the specified time:
i . The application form for grants-in-aid for ZUST international students;
ii . Materials in proof of family economic situation (for administration assistant  posts only);
iii . Academic transcripts;
iv . Class schedule for the new semester;
v . Employment agreement and other necessary materials.
X The results of assessment for all scholarships and grants-in-aid shall be publicized  on the websites of the SOIE and other relevant websites for 3 days.
Chapter 5 Supplementary Provisions
XI. If the agreement of international students joint cultivation program which signed  with relevant universities has stated clear obligations on scholarship amount and
requirement, please enforce in accordance with relevant agreement.
XII. The issues of international undergraduate students applying the international  exchange program shall take the reference of Zhejiang University of Science and
Technology Undergraduate Overseas Exchange Scholarship Evaluation Methods.
The isssues of international graduate students applying the international exchange program shall take the reference of Zhejiang University of Science and Technology
Graduate Overseas Exchange Scholarship Evaluation Methods.
The issues of international students, from Chinese-German Institute for Applied  Engineering or the program of Chinese-Foreign Cooperation in Running School
approved by the Ministry of Education for the record, applying the international  exchange program shall take reference of Zhejiang University of Science and
Technology Chinese-German Institute of Applied Engineering Student Scholarship &  Award Evaluation and Implementation Methods and Zhejiang University of Science  and Technology Chinese Foreign Cooperatively-run Program Student Scholarship &  Award Evaluation and Implementation Methods.
Fundings are provided by the account of Scholarships and Grants-in-aid for  International Students of ZUST.
XIII. These regulations shall enter into force as of the date of promulgation. The  School of International Education is responsible for the explanation. The old version
of regulations (ZUST (2016) No. 4) are abolished.
