Student Disciplinary Punishment Regulations of Zhejiang University of Science and Technology

‌Chapter 1  General Provisions

Article 1  These regulations are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China,the Regulations on the Management of Students in Ordinary Higher Education Institutions (Ministry of Education Order No. 41), the Code of Conduct for College Students,and other relevant regulations, combined with the actual conditions of our university, to maintain normal educational and teaching order, create an excellent learning and living environment, protect students' legitimate rights and interests, and promote their healthy growth.

Article 2  These regulations apply to full-time postgraduate and undergraduate students with official enrollment status at Zhejiang University of Science and Technology.

Article 3  Disciplinary violations committed by students on or off campus during their enrollment period shall be subject to disciplinary action in accordance with these regulations.


‌Chapter 2  Principles, Types, and Application of Punishments

Article 4 The university shall combine education with punishment when imposing disciplinary actions on students, ensuring the severity of the punishment corresponds to the nature and circumstances of the violation. The principles for disciplinary actions are: sufficient evidence, clear basis, accurate determination, proper procedures, and appropriate punishment.

Article 5 Students who violate laws, regulations, or university rules shall be subject to the following disciplinary actions based on the severity of the violation, attitude toward admitting mistakes, and repentance:

1. Warning;2. Severe Warning;3. Demerit;4. Probation;5. Expulsion.

For minor violations not warranting the above punishments, the student’s college (Anji Campus) or relevant department shall issue criticism and education, urging correction. Serious cases may be reported for university-wide criticism.

Article 6 Students subject to disciplinary actions shall also face the following consequences:

1. Removal from any student leadership positions (university, college, or class level) and prohibition from holding such positions during the punishment period. Their Moral Conduct evaluation in the comprehensive assessment shall be graded according to the Civilized Discipline criteria.

2. Degree eligibility shall be determined per the Zhejiang University of Science and Technology Bachelor's Degree Awarding Measures and Zhejiang University of Science and Technology Master's Degree Awarding Work Rules.

3. Other relevant regulations shall apply as applicable.

Article 7 Violators may receive lighter or waived punishment under the following circumstances:

1. Voluntary confession to authorities or sincere admission of wrongdoing with deep reflection and repentance;

2. Coerced participation with active reporting of others’ violations (verified);

3. Meritorious conduct;

4. Other mitigating circumstances.

Article 8 Aggravating factors for harsher punishment include:

1. Refusal to admit wrongdoing or shielding others;

2. Obstructing investigations or retaliating against witnesses;

3. Multiple violations or simultaneous breaches of multiple regulations;

4. Collusion with off-campus parties;

5. Violations involving foreign entities;

6. Organizing or leading group violations;

7. Repeated offenses during enrollment (may lead to probation or expulsion);

8. Other aggravating circumstances.

Article 9 No punishment shall be imposed if a student’s violation results from legally confirmed incapacity to recognize or control their actions. Such cases shall be handled per academic procedures (e.g., leave of absence or withdrawal).

Article 10 Except for expulsion, disciplinary periods are 6–12 months (Warning/Severe Warning: 6 months; Demerit/Probation: 12 months). Punishments may be lifted upon expiration. During the disciplinary period, students are ineligible for scholarships or honors; post-removal, prior punishments do not affect future rights.


‌Chapter 3  Violations and Punishments

Article 11 Expulsion applies to:

1. Violations of constitutional principles, undermining national stability or social order;

2. Criminal offenses;

3. Severe public security penalties;

4. Exam cheating (proxy testing, organized cheating, using devices, selling answers, etc.);

5. Severe academic misconduct (plagiarism, falsification, thesis trading);

6. Disrupting university order;

7. Infringing others’ rights with serious consequences;

8. Repeated violations despite prior punishments.

Article 12 Students who make statements or engage in actions violating the Four Cardinal Principles, participate in illegal social or political activities, or disclose state secrets shall receive warnings to probation depending on the severity. Those wearing religious attire or conducting religious or superstitious activities on campus despite of dissuasion shall receive warnings to probation; exceptionally severe cases may result in expulsion.

‌Article 13 For violations of national laws resulting in penalties from public security or judicial authorities:

1. Public security warnings/fines: Warning or Severe Warning

2. Administrative detention: Demerit

3. Exempt from prosecution by procuratorate: Probation

4. Exempt from criminal punishment by court; suspended sentences for negligent crimes: can be expelled

‌Article 14 For those disrupting campus order through provocation or other violations:

1. Minor cases with good repentance: Warning/Severe Warning

2. Serious cases: Demerit/Probation

3. Extremely severe cases: Expulsion

‌Article 15 Drug-related violations:

1. Drug users: Severe Warning to Probation; failure to rehabilitate within set period: Expulsion

2. Inducing/forcing others to use drugs or providing venues: Probation/Expulsion

3. Drug trafficking/manufacturing: Expulsion

‌Article 16‌ Additional violations warranting warnings to probation (after judicial processing):

1. Illegal internet use (e.g., spreading harmful information, hacking, data theft)

2. Initiating/participating in fights or providing weapons

3. Involvement in pyramid schemes/illegal finance

4. Theft (must repay losses)

5. Intentional property damage (must compensate)

6. Dormitory regulation violations

7. Breaches of civic/moral codes

8. Environmental/safety hazards

9. Gambling (including online):Participants: Warning to Demerit (confiscation of tools/funds);Organizers: Probation

10. Fire safety violations:

11. Misusing equipment: Warning/Severe Warning and compensation;Causing alarms: Demerit and compensation;Causing fires: Probation and compensation

12. Unexcused absences per semester:12 teaching hours : Warning;24 teaching hours: Severe Warning;36 teaching hours: Demerit;48 teaching hours: Probation

13. Unauthorized leave from campus

14. Academic misconduct

15. Exam violations

‌Article 17 Unspecified violations shall be punished by analogy to the most relevant provisions herein.


Chapter 4 Procedures and Authority for Disciplinary Actions

Article 18 For student disciplinary violations, the student’s college (Anji Campus) shall conduct criticism and education. Proposals for warnings, severe warnings, or demerits shall be discussed by the college, reviewed by the Student Affairs Office or Graduate School, and officially issued by the university.

Article 19 Cross-college disciplinary cases require joint investigation by relevant colleges and departments ((Academic regulation violations: Academic Affairs Office;Public security violations: Security Department:Dormitory misconduct: Logistics Service Department)). The Student Affairs Office or Graduate School shall investigate facts and review disciplinary proposal and draft the official document on behalf of the university,.

Article 20 ‌For cases involving probationary disciplinary actions, the relevant college (Anji Campus) and functional departments shall provide supporting materials

(Academic regulation violations: Academic Affairs Office;Public security violations: Security Department:Dormitory misconduct: Logistics Service Department).The Student Affairs Office or Graduate School shall convene a meeting (with participation from relevant functional departments and colleges) to investigate facts and review disciplinary proposals. The Student Affairs Office or Graduate School will draft the official document on behalf of the university, which shall be signed and publicly announced by the university leader responsible for student or graduate affairs.

Article 21 For cases involving expulsion of students:

The relevant college and functional departments shall provide supporting materials (Academic regulation violations: Academic Affairs Office,Public security violations: Security Department).The Student Affairs Office or Graduate School shall convene a meeting (with participation from relevant functional departments and colleges) to investigate facts and ‌propose disciplinary recommendations‌. These recommendations shall be submitted to the ‌President's Executive Meeting‌ for deliberation and decision. The expulsion decision shall be ‌signed by the University President‌ and publicly announced, with a copy ‌reported to the Zhejiang Provincial Education Department for record‌.

Article 22 Students must be informed of the facts, grounds, and evidence before a decision is made, with the right to present their defense.

Article 23 Disciplinary decisions must include:

1. Student’s basic information;

2. Facts and evidence;

3. Type, basis, and duration of punishment;

4. Appeal procedures and deadlines;

5. Other necessary details.

Article 24 Decisions must be delivered in person (or via mail/announcement if unreachable) and may be publicly disclosed.

Article 25 Documentation must be archived in university and personal records, including incident reports, witness statements, and disciplinary opinions.

‌Article 26 A student expelled from the university shall be issued a ‌Certificate of Academic Record‌ by the institution. The student must complete ‌departure procedures‌ within one week after the expulsion decision is issued (if an appeal is filed, the conclusion of the appeal process).‌Failure to comply within the time frame‌ will result in the student's college arranging personnel to complete the procedures on their behalf. ‌All follow-up matters‌ shall be handled according to relevant regulations and academic status management provisions.


‌Chapter 5 Appeal Procedures

Article 27 The university shall establish ‌Student Appeal Management Regulations‌ and constitute a ‌Student Appeal Review Committee‌ responsible for receiving appeals filed by students against disciplinary decisions.

Article 28 The Committee shall be chaired by a ‌university vice president‌ in charge of relevant affairs. Members shall include:University administrators,Heads of functional departments,Faculty representatives,Student representatives,Legal counsel.

‌Article 29 Students may submit ‌written appeals‌ to the Committee within ‌10 working days‌ (excluding public holidays) after receiving the university's written disciplinary decision. Appeals submitted after this period will not be accepted.

‌Article 30‌ The Committee shall review appeals and issue ‌written decisions‌ within ‌15 days‌ of receiving appeals;Extend reviews by ‌15 additional days‌ with the university president's approval for complex cases;Recommend ‌suspension of disciplinary actions‌ when deemed necessary

Article 31 Where the Committee identifies any of the following deficiencies in the original decision:Factual inaccuracies;Improper legal basis;Procedural violations.

It may recommend ‌revocation or modification‌,require reconsideration by relevant departments and refer revised proposals to the ‌President's Executive Meeting.

‌Article 32 Students dissatisfied with review decisions may appeal to the ‌provincial education department‌ within 15 days of receiving the Committee's written decision.


‌Chapter 6 Supplementary Provisions

Article 33 These Regulations shall apply to students pursuing ‌continuing higher education‌,students from ‌Hong Kong, Macao, Taiwan and ‌International students‌

‌Article 34 University departments may formulate ‌implementing rules‌ pursuant to these Regulations.In case of conflict with previous provisions, ‌these Regulations shall prevail‌.The former Zhejiang University of Science and Technology Student Disciplinary Regulations (ZUST Administrative Document No. 117 [2005]) is ‌hereby repealed‌.

‌Article 35 The ‌Students Affairs Office‌ shall be responsible for the ‌authoritative interpretation‌ of these Regulations.

‌Article 36 These Regulations shall become ‌effective upon publication‌ after approval by the ‌President's Executive Meeting‌.
