Twelve international students of Zhejiang University of Science and Technology recently walked into the Administrative Center of Xihu District in Hangzhou, and have been pleasantly surprised by the efficient One-stop Administrative Service they first-hand witnessed.

What is the One-stop Administrative Service? Not a few international students raised the question at the very beginning. According to Shen Jing, a staff of the Administrative Center of Xihu District, for public services that do require the presences of applicants in person, they should be processed at a single window, within a specified time, and without the need for a second visit.

Shen also said that the One-stop Administrative Service model was introduced at the center in 2019, and have provided more convenient and enjoyable experiences to those visiting the center since then.

The students found that the model offered services such as examinations and application evaluations in economic activities, construction, social affairs as well as the trading of public resources and etc. What have impressed them the most was the service at the Immigration Clearance Center on the third floor. They were quite interested to learn that it was so easy and fast to fill out the application form, shoot ID photos and pay.

The word Government tends to make people feel superior and distant but the trip unveiled a government that is backed by people-centered philosophy and empowered by technological advancement for the international students. The visit helped the students get to know the latest practices of the Administrative Center of Xihu District as the demonstration platform and then truly understood what the government of Hangzhou is like.

“It showed us the hard work and dedication of the Chinese government to the people,” Sagamba Desire from Rwanda commented.“The visit influenced me in a very positive way.”

Lami Claude Raoul from Coate d'Ivoire agreed. “I think it is a revolutionary service which facilitates the daily lives of the Chinese people. The staff are welcoming and available for any needs. It is truly a remarkable achievement.”

“The visit illustrated the One-stop Administrative Service model well, and we got the idea that in China everything is done for the benefit of the people.” Kasonde Chileshe from Zamiba said the trip broadened his perspective on how he perceive things and helped him further appreciate the administration of the Chinese government.

Arron Salimu from Zambia was also amazed to find that citizens in Hangzhou can freely give their suggestions on how to run their district. “If you ask me, there’s no better way to govern the people by letting them take part in the system making.”

“What have impressed me most is the idea of ‘Making the services run to us, and not us to run towards the services’, and I want to take the idea back to my country when I finish my studies in China.” Kouta Adoniqam Yona from Central Africa said with excitement.
